AMENDED 4-7-20 - HAF Accepting Sealed Bids for the 4 Following Projects

AMENDED 4-7-20

The Housing Authority of Florence will be accepting Sealed Bids for the Following Projects:

  1. Build Out of Existing Building to New Office Space, Florence S.C.
  2. Construct Three (3) New Homes, Florence S.C.
  3. Pelican House Addition, Florence S.C.
  4. New Parking Lot, Cheraw S.C.

Sealed bids will be received by the Housing Authority of Florence, 400 East Pine Street, Florence, South Carolina, 29503 at the Maintenance Building behind the Main Office on or before JUNE 2, 2020 AT 2:00 p.m., at such time they will be publicly opened and read aloud. Prior to the opening of the envelope, the names of all contractors listed shall be read aloud and incorporated into the bid. All questions should be directed to Paul Orick 615-969-0220.

Bidding documents shall be obtained from the Procurements Section of the Housing Authority of Florence, South Carolina Contractors shall download and print required documents to bid this project. Also, contractor may obtain documents from the plans rooms listed above. Contractors may obtain hard copies of the bidding documents from C&A, LLC at a nonrefundable fee of $200.00 for each set.

However; Contractors are encouraged to obtain all documents from the Housing Authority of Florence, South Carolina Procurement Section on the website It will be the sole responsibility of each contractor to obtain all addendum and clarifications during the bidding period. Failure to acknowledge receipt of all Addendum/Clarifications on Bid Form might disqualify your submitted bid.

Bid Envelope:
All prospective Bidders are to be Licensed Contractors in the State of South Carolina in accordance with the South Carolina Code of Laws (Unannotated). Refer to TITLE 40 - Professions and Occupations, CHAPTER 11. CONTRACTORS. See for the Code of Laws. It is the responsibility of the Bidder to comply with the applicable Codes. No bid will be opened unless the outside of the sealed envelope containing the bid provides the following information: the contractor's name, license number, the date of the licenses expiration, and a quotation of that part of his classification applying to the bid.

Each prime bidder must deposit with his bid security in the amount of 5 percent of the bid. Bid Bonds and Performance and Payment Bonds must be secured by a guaranty or a surety company listed in the latest issue of U.S. Treasury Circular 570 and shall be within the maximum amount specified for such company in said Circular 570.  The "Bid Bond" and the "Performance and Payment Bond" must be issued by a surety company authorized to do business in the state where the project is located and must be listed in U.S. Treasury Circular No. 570.

The right is reserved to reject any or all bids or to waive any informalities in the bidding. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Walk Through and Pre-bid Conference
ON MAY 19, 2020 AT 2:00 p.m. a pre-bid conference will be held at the Maintenance Building behind the administrative office of Housing Authority of Florence, 400 East Pine Street, Florence, South Carolina, for the purpose of answering questions bidders may have and to consider any suggestions they may wish to make concerning the projects. Immediately following the pre-bid conference, a walk-through of the projects will be held by the Owner. All contractors are recommended to attend this walk-through and pre-bid conference.
