Family Self-Sufficiency (FSS) Program
The Housing Authority of Florence - Residential Services One Stop Shop was awarded the Family Self-Sufficiency (FSS) grant in December 2024. The FSS Program is designed to assist families in the Housing Choice Voucher (HCV) program in achieving greater economic independence and long-term self-sufficiency.
What Is the FSS Program?
The FSS Program provides an FSS Coordinator, who works directly with participating families to develop individualized goals and connect them with community resources and services. These goals may include increasing earned income, pursuing education or job training, reducing dependence on public assistance, and ultimately achieving financial stability and housing self- sufficiency.
Participation in the FSS Program is voluntary, and each participating family works with the FSS Coordinator to create a personalized action plan, known as the Individual Training and Services Plan (ITSP).
How Does It Work?
As families make progress and increase their earned income, a portion of their increased rent is deposited into a special escrow account, which they can access upon successful completion of their goals and the program.

The FSS Program provides access to a wide range of resources, including:
- Personalized goal setting and case management
- Referrals to education and job training opportunities
- Child care and transportation assistance
- Financial literacy and credit repair support
- Job readiness and career development tools
- Health and wellness service connections
