Project Summary
The project includes full demolition and removal of structures and materials on a 2.3‑acre site located at the former Timmonsville High School.
Key project elements:
- Demolition of an approximately 19,000 sq. ft. building
- Removal of approximately 60,000 sq. ft. of concrete and asphalt
- Removal of designated trees
- Hauling and lawful disposal of all debris
- Contractor responsible for securing all required permits
- Lot dimensions: 431 ft (width) × 233 ft (depth)
- Amended 3/23/26: This building has ASBESTOS AND LEAD PAINT. The contractor shall follow all local, state and federal laws for removal of ASBESTOS AND LEAD PAINT.
- Amended 4/7/26: Asbestos Inspection, Lead Based Paint Inspection, Asbestos Abatement Plan

Insurance Requirements
Before work begins, contractors and subcontractors must provide Certificates of Insurance showing:
- General Liability: Minimum $500,000 per occurrence
- Workers' Compensation & Employer's Liability: Minimum $500,000 per occurrence
Bonding Requirements
- Bid Guarantee: Required for contracts over $250,000. Must equal 5% of the bid price and may be submitted as a bid bond, certified check, or irrevocable letter of credit.
- Payment & Performance Bond: Required for contracts over $250,000. The successful bidder must provide a 100% Payment and Performance Bond within 14 calendar days of contract notice.
- Approved Sureties: All bonds must be issued by companies listed in U.S. Treasury Circular 570 and authorized to do business in the state where work is performed.

Overview
The Housing Authority of Florence (HAF) is soliciting proposals from qualified engineering firms to provide professional services related to stormwater management at our Lakota Crossing site, located at 1741 Lakota Drive, Florence, SC. The objective is to design and implement a solution that effectively redirects stormwater runoff to prevent water intrusion into residential units during heavy rainfall and storm events. Unlike sealed bidding, this is a competitive proposal method which permits consideration of technical factors other than price. The contract will be subject to termination upon thirty (30) days advance notice by either party.
A schedule of fees and list of qualifications is required to constitute an acceptable proposal.
All qualified proposals meeting required terms and specifications will be evaluated using the following criteria below:

A contract award will be made in writing to the most qualified, responsive, and responsible bidder as stated in 2 CFR 200.320 (d)(5) in the Code of Federal Regulations.
